Aasaman Nepal is going to implement SRHR and Gender equality/women empowerment including ending child marriage and harmful practices Programs in Madhesh Province, in the partnership with UNFPA(Proposed). The overarching objectives of the programs are to enhance reproductive health outcomes, eliminate gender-based violence, empower women economically and socially, and reduce child marriage. The integrated approach aims to provide comprehensive reproductive health services, promote gender equity, facilitate women’s economic empowerment through skill development and entrepreneurship, and contribute to the global effort of ending child marriage. These programs collectively strive to create a society where individuals, particularly women and adolescents, have the knowledge, resources, and opportunities to make informed decisions about their health, well-being, and future.

Aasaman Nepal is looking for the self-motivated, result oriented and hard-working Nepali citizen for the following position: 

1.    Health Program Coordinator – 1

Location: Sarlahi District with frequent field visit to Rauthat district, Madhesh Province

Position Type: Full-time

Overview:

Health Program coordinator will play an essential role in ensuring the successful implementation of the program in the assigned districts. Under the direct supervision of the Program Manager, He will be responsible for linking all lead roles in UNFPA’s program activities within the designated districts, providing guidance to Program Officers, supporting the Monitoring, Evaluation, Accountability, and Learning (MEAL) Officer in information management, and collaborating closely with the district team, local entities, and stakeholders, including government and non-government organizations. In addition, S/He will be responsible for ensuring the successful planning, implementation, and supervision and timely reporting of the Reproductive Health and Rights program in alignment with the approved 2024 annual work plan and budget. The incumbent must ensure the efficient execution of activities outlined in the UNFPA program agreement, while guaranteeing harmonization among various program components. S/He will spearhead efforts to enhance coordination and cooperation with pertinent government entities alongside UNFPA team members at the district program level, overseeing activities to promote synergy, cultivate collaboration within the organization and among stakeholders, and ensure program adherence to deadlines and financial allocations.

Responsibilities:

1.    Program Activity Coordination:

  • Ensure seamless coordination of all RHEA program activities conducted within Sarlahi and Rautahat districts.
  • Link all lead roles involved in RHEA program activities to ensure effective communication and collaboration.
  • Collaborate closely with the district team, local levels, and other stakeholders to facilitate smooth implementation of the program.
  • Coordinate with the district representative of UNFPA for alignment with organizational and program objectives.

2.    Program Planning and Implementation:

  • Guide community facilitators and peer facilitators
  • in the planning and implementation of SRHR program activities.
  • Ensure that program activities align with the overall goals and objectives of the SRHR program.

3.    Information Management Support:

  • Support the MEAL Officer in information management, including both qualitative and quantitative data management.
  • Assist in the collection, analysis, and interpretation of program-related data.
  • Ensure the timely and accurate reporting of data to meet program requirements.

4.    Coordination with Stakeholders:

  • Establish and maintain close coordination with government and non-government entities at the local level.
  • Collaborate with district-level stakeholders to integrate RHEA program activities with existing initiatives.
  • Coordinate with UNFPA district representatives for alignment and compliance with organizational guidelines.

5.    Decision Support:

  • Support the Program Manager by providing analytical information needed for decision-making processes.
  • Contribute to the identification of challenges and propose solutions to enhance program efficiency.
  • Participate in strategic discussions to improve the impact and outcomes of the RHEA program.

Qualifications:

  • Master of Public Public health (MPH) preferable with clinical background
  • Proven experience of at least 5 years in program coordination and execution preferably in reproductive health and rights.
  • Familiarity with information management, including both qualitative and quantitative data.
  • Excellent communication and interpersonal skills.
  • Ability to work collaboratively with diverse stakeholders.
  • Knowledge of ASN and UNFPA guidelines and procedures is an advantage.

2.    GBV Program Coordinator – (Nos 1)

Location: Parsa district with  frequent field visit in Saptari and Siraha

Position Type: Full-time

Overview: 

The GBV Prevention Coordinator will have a central role in efficiently strategizing, executing, and supervising the UNFPA-supported program within the EWPN framework, aligning with the approved annual work plan and budget for 2024. This position entails spearheading coordination and cooperation with pertinent government entities and collaborating with joint EWPN implementing partners alongside UNFPA team members at provincial and local levels. The focus will be on fostering synergy across GBV prevention, response, economic empowerment, and women’s leadership development components. The coordinator will ensure this synergy by orchestrating diverse activities, nurturing collaboration within the organization and among partners and stakeholders, and ensuring project adherence to timelines and budgets, all while actively contributing to the program’s strategic objectives. Additionally, they will provide guidance to Municipal Officers in implementing GBV prevention interventions using a gender-transformative approach.

Responsibilities:

1.    Program Planning and Implementation:

  • Develop comprehensive plans for the Empowered Women and Prosperous Nepal program, delineating activities, timelines, and resource needs in alignment with program objectives.
  • Coordinate the execution of program activities, ensuring their effective and efficient implementation according to established plans and budgetary constraints.
  • Monitor the progress and outcomes of program activities, promptly identifying and addressing any obstacles or challenges encountered during implementation to ensure program success.

2.    Stakeholder Engagement and Community Empowerment:

  • Engage with a diverse array of stakeholders, including women’s groups, community leaders, governmental agencies, CSOs, and other relevant entities, to champion women’s empowerment and gender equality initiatives.
  • Facilitate the establishment of women’s empowerment programs, including economic empowerment initiatives, skills development workshops, and leadership training activities.
  • Mobilize and empower women to actively participate in decision-making processes at both the community and household levels, advocating for their rights and agency.

3.    Support in Operation and Management of Safe Houses:

  • Collaborate with the four impact palika (local governments) under the Empowered Women and Prosperous Nepal (EWPN) program to establish and operate safe houses for survivors of gender-based violence (GBV).
  • Provide technical support and guidance to the palika authorities in setting up safe houses, ensuring compliance with national guidelines and protocols for GBV response and survivor support services.
  • Assist in the development of standard operating procedures (SOPs) for the safe houses, outlining protocols for admission, security, confidentiality, provision of basic needs, and psychosocial support for GBV survivors.
  • Facilitate coordination and collaboration between safe house staff, local authorities, law enforcement agencies, health care providers, and other relevant stakeholders to streamline referrals and ensure comprehensive support for GBV survivors.
  • Monitor the operation of safe houses, conducting regular visits and assessments to ensure adherence to SOPs, assess the quality of services provided, and address any operational challenges or concerns.
  • Provide ongoing capacity-building support to safe house staff, including mentoring, coaching, and training on relevant topics such as GBV prevention, survivor support, and case management.
  • Collaborate with community-based organizations, women’s groups, and other civil society actors to raise awareness about the availability of safe house services, promote community support for survivors, and combat stigma associated with GBV.
  • Compile data and produce reports on the operation and management of safe houses, documenting the number of survivors served, types of services provided, challenges encountered, and best practices identified to inform program decision-making and advocacy efforts.

4.    Support in conduction of community empowerment activities:

  • Identify the training needs of women and community members pertaining to empowerment, entrepreneurship, financial literacy, and other pertinent subjects.
  • Plan and organize Rupantaran sessions to enhance the knowledge and skills of adolescent girls and boys of the target communities.
  • Offer ongoing support and mentorship to women entrepreneurs and community leaders, providing guidance to help them navigate challenges and achieve success in their endeavors.

5.    Monitoring and Evaluation:

  • Develop and implement robust monitoring and evaluation plans for the Empowered Women and Prosperous Nepal program, establishing clear indicators and data collection methodologies.
  • Regularly gather, analyze, and report on program data to track progress, assess impact, and identify areas for enhancement.
  • Utilize insights gleaned from monitoring and evaluation activities to inform program decision-making processes, refine strategies as necessary, and demonstrate the effectiveness of program interventions to stakeholders.

6.    Supervision and Back Support to Municipal Officers:

  • Provide direct supervision and ongoing support to Municipal Officers responsible for implementing GBV prevention interventions within their respective municipalities.
  • Conduct regular meetings and site visits to monitor the progress of activities, address challenges, and provide guidance and mentorship to Municipal Officers.
  • Collaborate with Municipal Officers to develop and implement tailored action plans to effectively address GBV issues and promote gender-transformative approaches within their communities.
  • Offer back support and technical assistance to Municipal Officers as needed, ensuring they have the necessary resources, tools, and training to carry out their duties effectively.

7.    Reporting and Communication:

  • Prepare timely and comprehensive progress reports on program activities, accomplishments, challenges, and key learnings for review by the Program Manager and other relevant stakeholders.
  • Foster effective communication channels with the Program Manager, program staff, and partner organizations, ensuring clarity regarding roles, responsibilities, and expectations.
  • Represent the program at various meetings, workshops, and forums, advocating for women’s empowerment and prosperity while promoting program objectives and achievements within the community and broader society.

Qualifications:

  • Possessing Master’s Degree in Public health, Gender Studies or Social Science, with a robust foundation in GBV prevention and a proficient command of English language.
  • Demonstrating extensive professional experience of at least 5 years with national and international organizations, focusing on GBV prevention through a gender-transformative approach, as well as adeptness in project planning and execution.
  • Proficiency in GBV-related policies, legislation, guidelines, procedures, and strategic frameworks.
  • Proven track record in promoting gender equality, women’s empowerment, community-wide engagement, men’s involvement, and adherence to sustainability principles, complemented by exceptional communication, coordination, and organizational skills.
  • Having familiarity with the socio-cultural context of Madhesh Province, Nepal, would be advantageous.
  • Exhibiting a strong dedication to preventing GBV, sexual exploitation, and abuse.

3.    Program Operation Coordinator – (Nos -1)

Location: Janakpur, Dhanusha

Position Type: Full-time

Overview:

The Program Operation Coordinator will assume responsibility for supervising the overall financial, operational, and administrative functions of the program, ensuring adherence to both UNFPA regulations and organizational standards. He/she will be tasked with ensuring compliance with procurement policies and procedures, overseeing payment processes to be conducted primarily through wire transfers or account payee checks whenever feasible. Additionally, the Coordinator will provide administrative and logistical support for program activities such as seminars, training sessions, and other interventions, ensuring timely coordination with available suppliers for these events.

Furthermore, the incumbent will have oversight of all program financial transactions, ensuring that expenditures remain within the agreed budget, contractual obligations, and guidelines set forth by funding agencies, as well as current organizational policies and procedures. It is imperative that all financial transactions are accurately recorded, budget allocable, and justifiable within the accounting system and financial reports. Furthermore, the Coordinator must generate  Financing Authorization and Certificate of Expenditure (FACE) reports using the quantum-based online system accessible through UNFPA’s platform, providing quarterly FACE reports alongside monthly financial statements, bank reconciliations, budget forecasting, and funding requests.

Responsibilities:

Program Support:

  • Assist in the planning, implementation, and financial monitoring of program activities.

Financial Management:

Financial Reporting:

Operations Support:

4.    MEAL Coordinator – (Nos-1)

The Monitoring, Evaluation, Accountability, and Learning (MEAL) Coordinator plays a crucial role in overseeing the effective implementation, monitoring, and evaluation of UNFPA’s programs in Janakpur, Dhanusha. This position requires a dynamic individual with a strong background in monitoring and evaluation, data management, and program development. The MEAL Coordinator will lead efforts to establish robust monitoring and evaluation frameworks, ensure data quality, and facilitate learning and accountability mechanisms within the organization.

Responsibilities: 

1.    Monthly Plan Preparation:

  • Collaborate with program managers and stakeholders to develop comprehensive monthly plans that outline specific activities, targets, follow-up actions, and monitoring strategies aligned with the Annual Work Plan (AWP) agreed upon with UNFPA’s three programs.
  • Ensure that monthly plans are realistic, achievable, and in line with program objectives and goals.

2.    M&E Framework Development:

  • Take the lead in developing Monitoring and Evaluation (M&E) frameworks, tools, and templates to effectively monitor program activities, outcomes, and impacts.
  • Design data collection methods and processes that adhere to the AWP and UNFPA’s standards, ensuring accuracy, reliability, and completeness of data.

3.    Timely Monitoring:

The MEAL Officer will be pivotal in ensuring the project’s effective execution, monitoring, and documentation, as well as offering evidence-based support to the MEAL coordinator and thematic leads for program planning. In this role, S/he will devise and implement monitoring and evaluation frameworks, conduct assessments, and meticulously document project activities and outcomes with supporting evidence. Additionally, the Officer will support Program officers

in maintaining program data and reports, prepare templates, and manage the effective recording and reporting of disaggregated data. 

Proficiency in statistical software, including MS Excel, SPSS, DHS2, and other relevant tools, is essential for this role. They will also be responsible for preparing high-quality narrative and quantitative reports, collaborating closely with project partners, local communities, and stakeholders to ensure alignment with project objectives and compliance with UNFPA’s quality standards.

Responsibilities: 

1.    Quality Management of Program Data:

The Municipal Programme Officers (MPO) will play a pivotal role in ensuring the effective execution of GBV prevention activities, SRHR initiatives, and ECM activities supported by UNFPA within the EWPN projects across designated municipalities of Madhesh Province, as outlined in the 2024 annual work plan and budget. Their responsibilities encompass direct program implementation, as well as coordination and collaboration with municipalities and other stakeholders at the local level. They will closely liaise with local governments to optimize budget allocation and program alignment for GBV prevention endeavors. Furthermore, they will collaborate with EWPN implementing partners to enhance access to GBV response services, prevention measures, economic empowerment opportunities, and programs aimed at fostering women’s leadership development.

Responsibilities: 

1.    Municipal and Community-Level Program Implementation:

  • Execute GBV prevention activities at municipal and community levels by collaborating with local government entities.

2.    Coordination with Local Entities:

  • Collaborate with local wards, schools, health facilities, and communities to facilitate Rupantaran roll-outs, family dialogues, and intergenerational dialogues.

3.    Community Advocacy:

  • Conduct advocacy efforts within communities to challenge harmful gender norms, gender-based violence, and detrimental practices such as child marriages and son preferences.

4.    Partnership Coordination:

  • Coordinate with joint EWPN implementing partners at the local level to enhance access to GBV response services, prevention initiatives, economic empowerment, and leadership development opportunities for women and girls.

5.    Support for Community Facilitators:

7.    GBV Officer (Nos -1)

Position Type: Full-time

Overview:

The GBV Officer will play a fundamental role within the Empowered Women Prosperous Nepal (EWPN) Project, taking charge of activities at the district level. This position entails connecting all key roles within the EWPN program, providing guidance to GBV officers, Municipal Officers assisting the MEAL Officer in information management, and fostering close collaboration with the district team, local entities, and stakeholders, including governmental and non-governmental organizations. Meanwhile, the GESI Officer will assume a vital responsibility in advancing gender equality, social inclusion, and ensuring the active involvement of diverse groups.

Responsibilities:

Program Coordination and Collaboration:

  • Ensure the seamless coordination of all Empowered Women Prosperous Nepal (EWPN) program activities in the selected Palika of saptari district. 
  • Facilitate effective communication and collaboration among lead roles engaged in EWPN program activities.
  • Collaborate closely with the district team, local authorities, and stakeholders to ensure the smooth implementation of the program.
  • Maintain close coordination with the district representative of UNFPA to align activities with organizational objectives.

Program execution:

  • Guide Peer facilitators and community facilitators in planning and executing EWPN program activities.
  • Collaborate with the Program coordinator to provide analytical insights crucial for informed decision-making.
  • Ensure that program activities are in alignment with the overarching goals and objectives of the EWPN project.

Information Management Support:

  • Provide assistance to the MEAL Officer in managing program-related information, encompassing qualitative and quantitative data.

Decision Support:

Overview:

The Safe House In charge will be responsible in overseeing and managing a safe and supportive environment for survivors of Gender-Based Violence (GBV). This position requires strong leadership, compassion, and organizational skills to ensure the smooth operation of the safe house and the well-being of its residents. The Safe House Manager is responsible for coordinating with various stakeholders, providing essential support services to survivors, and maintaining a secure and nurturing atmosphere conducive to healing and empowerment.

Responsibilities: 

1.    Safe House Operations:

  • Oversee the daily functions of the safe house dedicated to supporting survivors of Gender-Based Violence (GBV), ensuring a secure and nurturing environment.
  • Implement and enforce security measures to uphold resident confidentiality and well-being, adhering to established protocols.

2.    Resident Support:

  • Offer emotional counseling and support to GBV survivors residing in the safe house, fostering an environment conducive to healing and empowerment.
  • Coordinate with relevant agencies to ensure survivors receive essential medical, legal, and psychological assistance promptly.

3.    Resource Management:

  • Manage and monitor resources within the safe house, including provisions such as food, hygiene supplies, and other necessities, ensuring residents’ needs are met.
  • Maintain inventory levels and procure necessary supplies in line with budgetary constraints and operational requirements.

4.    Safety and Security:

  • Conduct routine safety assessments of the safe house premises, identifying and addressing potential risks or hazards.
  • Collaborate with local law enforcement and community stakeholders to enhance security measures and response protocols.

5.    Documentation and Reporting:

  • Maintain accurate records of resident intake, activities, and incidents, adhering to strict confidentiality guidelines.
  • Prepare regular reports on safe house operations, including statistical data and case summaries, to facilitate organizational monitoring and evaluation.

6.    Staff Training and Development:

  • Provide comprehensive training and guidance to safe house personnel on trauma-informed care, crisis intervention, and effective support strategies for GBV survivors.
  • Cultivate a culture of continuous learning and professional development among staff members.

7.    Community Engagement:

  • Establish partnerships with local organizations, government agencies, and community leaders to raise awareness about GBV issues and promote access to safe house services.

Qualifications:

9.    Psychosocial Counsellor and care taker (Female only) – (Nos -4)

Overview: The Counsellor will play a fundamental role in providing trauma-informed counseling and emotional support to survivors of gender-based violence (GBV) residing in the safe house. This position involves offering compassionate guidance and therapeutic emotional interventions to empower survivors on their journey towards healing and recovery. The Counsellor will work collaboratively with the safe house team to create a supportive environment conducive to the well-being of residents.

Key Responsibilities:

1.    Trauma-Informed Counseling:

  • Provide individual and group counseling sessions to GBV survivors, addressing their emotional, psychological, and mental health needs.
  • Employ evidence-based therapeutic techniques to facilitate healing, resilience, and coping strategies among survivors.
  • Foster a safe and confidential space for survivors to express their feelings, process trauma, and explore healthy coping mechanisms.

2.     Supportive Services:

  • Conduct comprehensive psychosocial assessments to identify survivors’ strengths, needs, and goals for recovery.
  • Collaborate with the multidisciplinary team to develop personalized care plans and support survivors in achieving their objectives.
  • Coordinate referrals to external service providers for specialized medical, legal, and social support as needed.

3.     Crisis Intervention:

  • Respond promptly to crises and emergencies within the safe house, providing immediate support and de-escalation techniques to ensure the safety and well-being of residents.
  • Implement crisis management protocols and procedures to address challenging situations effectively.

4.     Empowerment and Advocacy:

  • Empower survivors to make informed decisions regarding their safety, rights, and future options through psychoeducation and empowerment-based interventions.
  • Advocate for survivors’ needs and rights within the safe house and the broader community, promoting a survivor-centered approach to GBV prevention and response.

5.    Collaboration and Coordination:

  • Work collaboratively with the safe house team, including social workers, case managers, and medical staff, to ensure holistic support for survivors.
  • Liaise with external agencies, including law enforcement, legal aid organizations, and healthcare providers, to facilitate comprehensive services for survivors.

6.    Nursing Support:

  • Provide nursing support to GBV survivors, including administering medication, wound care, and other medical assistance as needed.
  • Coordinate with the project team and Safe House Incharge to ensure seamless integration of nursing services with overall care provision.
  • Prepare daily records, food menus, and nursing care reports to maintain accurate documentation of resident care activities.

Qualifications:

  • Intermediate psychology, social study, or a related field. Bachelor’s degree is preferred.
  • Minimum of 3 years of experience in providing counseling or psychotherapy, preferably with survivors of trauma or GBV.
  • Certification or licensure as a professional counselor or therapist is advantageous.
  • Strong understanding of trauma-informed care principles and best practices in counseling survivors of GBV.
  • Excellent communication, active listening, and interpersonal skills.
  • Ability to maintain confidentiality, professionalism, and empathy in sensitive situations.
  • Proficiency in written and spoken English; knowledge of additional languages is an asset.
  • Demonstrated commitment to human rights, gender equality, and social justice.
